Palmer (1912) reports that A Royal Decree of 22 March 1889 was issued directing that no surcharged stamps should be issued for any purpose after 1 August if that year.
Palmer suggested that it was probably contemplated that the forthcoming issue of the Baby-head issue would be ready by that date.
