Harradine (1987) reports that the Director General of the Post (in Manila) issued a statement the effect that, since there were considerable stocks of most values held, both in thecapital and in the provinces, he was refraining from requistioning any of these, but recommending that a new value be printed for the express purposes of prepaying samples of merchandise and printed matter (such a stamp, the 1c de peso, already exsited, but had been issued for other purposes)
